R. Kelly Sheridan quoted in the Providence Journal on Tuesday, January 29, 2013.  

"The Department of Revenue's projection then "was that filers with income over $185K would pay, on average, more in taxes.  And the progressives have no data whatsoever to support their contention otherwise," he said Monday.

"A point which the progressives [also] overlook is that the 2010 reform was revenue neutral because it eliminated itemized deductions and most tax credits.  Hence, if we simply raise the marginal rate we will end up with a tax system which is significantly more punitive than what we had previously," he said.
